application for joinder – controller of customs and minister and director of environment seeking to be joined as parties to the proceedings – where court had made previous order that claimant be permitted to sell and export illegally felled tubi trees to avoid wastage – where controller of customs seized tubi trees illegally felled preventing sale and export of tubi trees – for the applications to ask the court to be joined as parties with what seems to be an intention to unreasonably refuse to facilitate the sale of logs and let them rot is absurd and shows an ulterior motive on part of the applications – the applicants must show how if they are added as parties will enable the court to make a decision fairly and effectively in the proceedings – the applicants must show how they are affected by the proceedings
